It was inaugurated on 14 December 1991.
The church is the seat of the parish of the same name, established on 28 October 1985 by Cardinal Vicar Ugo Poletti. The same cardinal was offered the entire parish complex by the diocese of Rome on the occasion of the fiftieth anniversary of his priesthood.
The church is the seat of the Cardinal title of St Hugh, instituted by John Paul II in 1994
