Highway Code: new rules for shared bikes and scooters

The new Highway Code, in force since 14 December, also affects those who choose to move around the city using sharing mobility services, including e-scooters and bikes.

For electric scooters (which must be equipped with arrows and brake signals), significant obligations are triggered, for example the use of helmets regardless of age. Pending the necessary implementing decrees, however, liability insurance and number plates are not yet compulsory. Scooter traffic is permitted on urban roads, with a maximum speed limit of 50 km/h, while it is prohibited on cycle paths and pedestrian areas. Parking is also more strictly regulated. It is forbidden to leave scooters on pavements, except in areas specially marked by municipalities, while parking is allowed in spaces reserved for bicycles, mopeds and motorbikes.

With regard to bicycles, electric or otherwise, the new Highway Code has introduced a ban on access to bus lanes, the obligation to turn on position lights even during the day in case of poor visibility, and, where possible, the obligation for motorists to maintain a lateral distance of at least 1.5 metres when overtaking.
