Ordinance no. 50 signed in December by the Mayor of Rome and Special Commissioner for the Jubilee, Roberto Gualtieri, has introduced a number of changes to the previous provision of September, aimed at optimizing the flow of traffic, decongesting the city from heavy vehicles and encouraging the use of local public transport, so as to ensure the reception of pilgrims without compromising the quality of life of citizens.
In order to meet the demands of the coach operators on duty during the Jubilee 2025, the new ordinance provides for some facilitations for access permits that had been remodelled in the September measure. Until 6 January 2026, vehicles carrying passengers on a diocesan pilgrimage recognized as such by the local curial offices, or of a movement/association of national and international importance, can in fact purchase permits for access to the ZTL Bus B, a semi-central area of the city including the Vatican area, with a 30% discount on the established rates.
The request must be submitted 5 natural and consecutive days before the date of the service and must be accompanied by a declaration from the curia of the requesting diocese or movement/association of national and international importance. More information on the dedicated Roma Mobilità page.
