Roma Capitale steps up its digital transformation with Julia 3.0

Julia 3.0
von 26 Oktober 2026 bis 31 Dezember 2027

Obtaining a certificate, submitting a report or booking an appointment without having to go through lengthy procedures. With Julia 3.0, Rome Capital’s artificial intelligence assistant, all it takes is a simple conversation to turn a chat into a direct gateway to public services. The new version of Julia, presented at Maker Faire Rome – The European Edition, marks an important change: it is no longer just a tool for finding information, but a digital assistant that enables users to carry out practical tasks. With the launch of the new app, services are also accessible directly from a smartphone.

Launched in March 2025 and updated in the months that followed, Julia is now entering a new phase, with the aim of making interaction with the local authority simpler, faster and more responsive to people’s everyday needs, reducing the steps required to obtain answers and complete requests.

A total of 30 services are already available directly via chat, selected from those most frequently used by residents. The civil registration section includes 16 services, including certificates of birth, residence, family status and citizenship issued on plain paper, also available to Italians registered with AIRE (the Register of Italians Resident Abroad). There are seven services for schools, allowing users to consult school menus, check waiting lists and rankings for nurseries and nursery schools, find out about contribution fees and locate educational facilities in the area. Another seven services focus on assistance and reporting issues. Through Julia, you can contact the 060606 helpline, report problems relating to street cleaning and waste management to Ama, report issues concerning Rome’s municipal cemeteries and check whether a vehicle has been removed. For more complex procedures, such as changing your residence or registering for school transport, the assistant guides you step by step to the relevant service on the official website.

The main benefit is the time saved. Obtaining a civil registration certificate currently involves a procedure that takes an average of around four minutes and eight steps; with Julia, the same task takes just 30 seconds. Reporting issues is also much quicker: while using the telephone service can take between two and six minutes, the chat procedure takes around 50 seconds. Once the report has been submitted, Julia immediately provides a reference number so that you can track its progress. And when more specific assistance is needed, users can still be referred to an operator. In this case, technology simplifies the process without replacing human support.

Julia is also becoming more useful thanks to the expansion of its official information sources. The content available on Rome Capital’s official website is now supplemented by information from Ama, Atac and Roma Servizi per la Mobilità, including updates and guidance on waste management, public transport and road conditions, among other topics. This broader information base is set to expand further in the coming months with the introduction of additional conversational services.

The changes concern not only what Julia can do, but also how people can use it. With the new app, the digital assistant is now available on smartphones, providing even more immediate access to services and information about the city. Users can communicate in more than 80 languages, interact by voice, receive personalised itineraries and find nearby places and services by choosing to share their location temporarily. This feature remains under the user’s control: location data is shared only at the user’s request, remains available for a maximum of 24 hours and can be switched off at any time.

The digital experience is also becoming more seamless. By logging in with SPID, CIE or CNS digital identity credentials, you can access Rome Capital’s online services and resume a conversation on the app that you started on the official website, or vice versa, without having to start again from scratch. Browsing the official website is also becoming more intuitive: Julia can now recognise the page being viewed and suggest relevant guidance, helping users navigate the available information and procedures.

Behind this development is a new multi-agent technological architecture. A main agent interprets each request and directs it to one of five specialised assistants, covering the official website, city life, civil registration, schools and the 060606 helpline. The system uses exclusively official, certified sources and is built on Microsoft Azure infrastructure and OpenAI models. The sources, operating rules and data remain under Rome Capital’s control, a key factor in ensuring consistent and reliable responses.

Julia is free to use and is available on Rome Capital’s official website and through the new app, which can be downloaded from the App Store and Google Play.
