Built at the beginning of the 3rd century A.D. at the behest of Emperor Septimius Severus, the building was originally made of brick with a portico on the four sides of a courtyard. Today, three large rooms with barrel vaults opening onto the courtyard remain visible.
It housed the school of the heralds, the public officials employed in the circus games.
