New rules for electric scooters

from 19 August 2023 to 30 September 2024

As of 1 September, the authorisation to start sharing services actions will be endowed exclusively to the companies Dott, Bird, and Lime, which will be able to carry out sharing and maintenance activities for electric scooters in Rome.

Following the provisions of Executive Determination 878/23, on 31 August 2023, the experimentation of micro-mobility sharing services (scooters) in the city of Rome, the authorisations granted to the companies Helbiz Italia Srl, VOI Technology Italia Srl, Vento Mobility srl and Link Your City Italia srl to carry out the experimentation will expire, as well as the permits for access to the ZTL to the vehicles used for the management and maintenance of the electric scooters.

The fleet of vehicles will also be reduced from the current 14500 to 9000, expandable up to 12000, and only 3000 will be able to be used for sharing on the streets of the historic centre; the remainder will be spread throughout the territory, for a more capillary service in a very extensive city that must, by necessity, integrate different forms of mobility, especially in places not served by the metro.

Particular attention will be paid to the city's decorum: scooters will not be allowed to be piled up and parked along pavements; in pedestrian areas, their speed will be limited to 6 km/h, thanks to an automatic geolocation device.
